《论“消费援藏”的必然性、重要性和可行性》
中华人民共和国成立以来,党和政府十分关心、重视、支持藏区的经济建设发展和人民生活水平的提高。中央第六次西藏工作会议强调,援藏工作必需以“依法治藏、富民兴藏、长期建藏、凝聚人心、夯实基础”,稳定国体大计为目标;全国扶贫工作会议提出,“确保到2020年所有贫困地区和贫困人口一道迈入全面小康社会。”党和政府的这些重大方针政策,为我们做好“消费援藏”工作进一步典定了理论基础和指明了实践方向。
本文试图从“消费援藏”的概念和定义、必然性,重要性、可行性等方面进行探讨。主张我们在开展“消费援藏”工作时,首先,要明确“消费援藏”的概念和定义;不能狭意的理解“消费援藏”的内函和外延;不能简单地理解“消费援藏”就是买西藏的生活日用品;不能片面地理解“消费援藏”与各种援藏工作之间的有机联系;不能武断的理解“消费援藏”与遵守中央八项规定、六条禁令有矛盾。第二,要认清“消费援藏” 必然性。“消费援藏”是我国援藏工作在新的历史时期的转型和升华。二十多年来,我国通过科教援藏、人才援藏、企业援藏、项目援藏等多种援藏形式,使“消费援藏”的理论与实践探索在逐步深化;农牧与工业资源在逐步丰富;交通与流通条件在逐步改善;传统与现代观念在逐步变化;我们要变传统援藏为现代援藏;输入援藏为输出援藏;单一的政府财政援藏为多元的全民援藏。第三,要强调“消费援藏”重要性。“消费援藏”有利贯彻落实“依法治藏、富民兴藏、长期建藏、凝聚人心、夯实基础”稳定国体大计;有利创新援藏形式、拓展援藏渠道、展示援藏成果,总结援藏经验;有利改善民生、凝聚人心,加快藏区人民脱贫致富奔小康步伐;有利促进汉藏文化交流,“汉藏一家亲”和谐发展。第四,要探索“消费援藏”的可行性。在国家制定政策支持;地方纳入工作计划;企业打通商贸渠道;建立互联网+新型营销体系等方面,通过改革和创新,使我国的援藏工作取得新成绩,为藏区经济建设和人民脱贫致富奔向小康作出新贡献 !

On the Inevitability, Importance and Feasibility of “Aiding Tibet by Consumption”
Abstract
Since the founding of People's Republic of China, the Party and the government has been very concerning about, paying attention to and supporting the development of economic construction and the improvement of people's living standards in Tibetan areas. Sixth Central Tibet Work Conference stressed that the aiding work must aim to the principle of stabilizing the national system with “managing Tibetan affairs according to Law, revitalizing Tibet and making the people rich, long-term construction in Tibet, the cohesion of the people and reinforce the foundation”. The National Poverty Alleviation Conference put forward “to ensure that all the poverty areas and poverty people together into comprehensive well-off society by 2020.” These major principles and policies made by the Party and government further laid the theoretical foundation and pointed the practice direction for us to do the work of “aiding Tibet by consumption”.
This paper tries to explore and discuss the concept and definition, inevitability, importance and feasibility of “aiding Tibet by consumption”. When we carry out the work of “aiding Tibet by consumption”, we must firstly define the concept and definition of “aiding Tibet by consumption”. We can’t narrowly understand the connotation and extension of “aiding Tibet by consumption”; can’t simply understand that “aiding Tibet by consumption” is to buy the daily necessities of life produced in Tibet; can’t one-sided understand the organic links between the “aiding Tibet by consumption” and other works to aid Tibet; can’t dogmatically understand the “aiding Tibet by consumption” contradicted with abiding by eight provisions, six prohibitions made by the Centre. Secondly, we must understand the inevitability of “aiding Tibet by consumption”. It is the transformation and sublimation of China’s aiding Tibet work in the new historical period. Our country already aided Tibet through many forms, such as aiding Tibet by science and education, talented persons, enterprises and various projects, etc. in more than twenty years, thus gradually deepened the exploration in the theory and practice of “aiding Tibet by consumption”; gradually richened the resources of agriculture, animal husbandry and industry; gradually improved the conditions of transportation and circulation; gradually changed the traditional ideas and modern ideas. We want to change the traditional aiding Tibet to modern aiding Tibet; change the input aiding to output aiding, change the single government financial aid to diversified aiding Tibet by whole people. Thirdly, should emphasize the importance of “aiding Tibet by consumption”. It is conductive to implement the principle of stabilizing the national system with “managing Tibetan affairs according to Law, revitalizing Tibet and making the people rich, long-term construction in Tibet, the cohesion of the people and reinforce the foundation”; to innovate the forms of aiding Tibet, expand the channels of aiding Tibet, show the achievements of aiding Tibet and summarize the experiences of aiding Tibet; to help improving the people’s livelihood and the cohesion of people, to accelerate the pace of getting rid of poverty and to be fairly well-off in the Tibet areas and to promote the cultural exchange of Han and Tibetan, realizing the harmonious development of the “Sino-Tibetan Family”. Fourthly, we must explore the feasibility of “aiding Tibet by consumption”. Through reform and innovation in the aspects of supporting by national policies, incorporating in the local plan, opening up the trade channels by enterprises, establishing the new marketing system with internet plus, etc., we should make new achievements in aiding Tibet, and make new contributions to Tibetan economic construction and the people to get rid of poverty and to be fairly well-off.
